Tanaoba Lais Manekat (TLM) was established in 1994 to serve the poor community in West Timor. A large proportion of the West Timorese population live in rural areas, so TLM has developed various innovative rural lending programs including the 'Cow Fattening' program. TLM is the leading microenterprise development organization in the region and is located in the poorest province of the country. Because NGOs in Indonesia are not permitted to capture client savings or exceed a specified number of active loan clients, TLM formed the Cooperative Koperasi Serba Usaha Talenta (Talenta), which allows the organization to provide individual loans and address the restrictions on non-government organizations in Indonesia
